Is that do- or desireable? It is too early to make a decision on that future direction. The time to do it is during work on Issue 9 - the earliest being when the editors start working on draft 1, so that the change goes in draft 1, but it may be better to wait and submit a request against draft 1 (or 2). At that point we would be able to assess whether enough implementations have acted on the recommendation.
