The RPC is not able to render SVG artwork, but if you wanted to send along a 
rendered SVG file for Figure 2, we could add it to the xml.

Here is a PDF rendered I-D and a XML version with the embeded artwork based on 
the submitted -23, are either of these formats helpful?
