Look in the main Open Office forums for help, but many IT Departments won't even consider looking at anything that's outside of their officially supported list of software. Even if it is their problem, they will just blame it on the program you're using. If nothing changed on your end, it's likely a problem with the blackboard update/the implementation of that update. docx is also not an OOo format, but rather Microsoft Office format. If you're unable to download documents off blackboard, then this is a blackboard problem and not an Open Office problem... unless you're testing testing files you uploaded that were formatted with MS Word and those worked, but the OOo ones did not. It shouldn't make a difference since they are the same format, but if it does you would want to contact the dev team not the documentation team. Off-hand, I would say it's most likely your school's IT Department just passing the buck since their blackboard software isn't working right. I recall from when I had to use it that it could be quite temperamental.
