Someone from Debian-legal replied and said that it's cool. I asked specifically about the "under the terms of" part, and he was confident that it was unnecessary. He agreed that the language of this notice matches that of the Perl notice exactly. And Perl is a tried and true example of a dual licensed FOSS project.
