It means that you (the reader) get to pick. It's standard in all GPL software (which makes up the bulk of FOSS).

Isn't this inherent when you say /or/ between the two licenses.

I would think that the at your choice is redundant and could go.

However, it didn't bother me as I, like most, just kind of glossed over the copyright crap, b/c it doesn't really affect me.
