While working on the AC_LOG_CMD/AC_LOG_FILE project
(see https://lists.gnu.org/archive/html/autoconf/2024-06/msg00009.html)
I found two bugs in the m4sugar layer, plus a missing testsuite
feature and a way to avoid emitting some AS_ECHO-related backward
compatibility logic unless it's actually needed.  They are all
logically independent of the main project and don't need a lot of
testing so I have gone ahead and pushed them to trunk.

Zack Weinberg (4):
  Emit compat shims less often for old AS_ECHO implementation details.
  Add a FLAGS argument to AT_CHECK_M4SUGAR_TEXT.
  Quote separators in foreach.m4 version of m4_joinall.
  Adjust set size correctly in all cases of m4_set_add_all.
