Autoconf is currently being equipped with a means to see if CFLAGS (or
whatever variable) has changed between two runs, in order to
complain.  But this will work only with a cache... :)

Maintainer side, or end user?  Perl is not required downstream, and
Automake is developing the same kind of efforts, but on the end side,
so without Perl.  I suppose the approaches should be compared.
