Currently, due to a patch I've applied Thursday (based on a report of yours, and committed as v1.11-264-g21fec67), 'txinfo.tex' *requires* makeinfo, while 'txinfo8.tex' already creates textutils.info (and ensures it's newer than textutils.texi, so that make won't try to rebuild it with "missing --run makeinfo" or similar).
