Great tip!  I forgot this particular system is case-insensitive.  I had the 
files wapi.py, wapi.c, and wapi.h.  I renamed wapi.py to wapigen.py and it now 
works for the VPATH build.  Nice.

Yep, it always worked without VPATH.
