For what little it's worth, here's another bug economics rule:

Regressions, at least recent ones, are (almost) infinitely more
important than ordinary bugs: you can fix all bugs you like, if
your package has significant regressions then distributions won't
move to it (and users will have to live with the bugs in the old
code).  Old regressions are less critical.  With ordinary bugs,
age is less clear an indicator of priority; there, the number of
potentially affected users matters more.
