It gets past "yacc" here, under both Cygwin 32 and Cygwin 64.What does "which yacc" say? Do you, in fact, have the Cygwin yacc package installed?
Failing that, what happens when you say "sh -x configure"? If looking at the result doesn't clue you into the problem, post the last several lines here. (No more than a screenful.)
