No, so far most of the people working on this particular project work
for some company and they can spend part of their allocated time working
on it.

I don't know, but crowd funding seems to be one route people are
experimenting with these days. Just like as your new site. Only time
will tell whether this works well or not. I hope it does, and I
personally have helped other projects donating some money to them.

Right now, no, due to the fact there's already funding for it,
gracefully provided by our employers.
