We're working towards downloads being available.  For now though it is 
CVS only.

Can I download Apps from web site or do I have to get
them from cvs? I am behind a firewall, which makes it
difficult for me.

Apps db, demo and ftpserver have been copied (on the
server) to 
jakarta-avalon-apps/
Enterprise (the CORBA ORB) has been moved manually
by Stephen.

Others will follow but only after consultation.
