Nope.

No reason why not.
The current implementation is basically a skeleton based on the example code for the CoyoteConnector. Functionality is limited to prgramatic addition of web apps (catalina context entries). Building from a server.xml would basically turn it into a really useful app!

Doing so would allow standard administration of Tomcat, I believe.
