As part of moving to a full release, I propose we use
bugzilla.apache.org for bugtracking in the avalon projects.
I propose adding Avalon as the program and Excalibur, Framework, Logkit
and Docs as components (in Bugzilla terms).
I would hold off on phoenix and cornerstone until they get to a beta
release.
I suggest we have avalon-dev 'own' all components so the list gets
notified of bug additions.
