I think we need to change our headers to be fully ASF license compliant.
We coppied what Cocoon did, and it turns out not to be the fully legal
way of doing the headers.

A quick look at the brand new Beta 1 of Cocoon2 show lots of files with this
"short" "illegal" license.
These might be the "souvenir" of Pier :).
