The Monitor API should be stable, the tests run well,
and I beleive it is ready. I, of course, am open to
second opinions. I am also curious as to the readiness
of the Cache API.
If everyone agrees that the Cache and Monitor resources
are ready for primetime, then lets promote them to
Excalibur proper. Votes?
