That's the only way to do so. You probably know this, but unless you're
root, you must be the last committer to a file to be listed as the owner so
you can change the permissions.

I've seen that the build.sh file of the cornerstone and phenix repos
aren't executable. I'd like to change this if there is no opposition.

I usually do it by changing the permission directly in the cvs repos on
cvs.apache.org.  Does anybody have a different method to do it?
