This is actually just a problem with the Windows 2000 File Explorer.  If 
you go to a dos box and execute:

    rename ant.properties .ant.properties

it will work fine.  You can even see the file in the File Explorer.  It 
must be a bug.  (Uh sorry, no "bugs" in MS software.  An "issue".)
