perhaps - but it needs to be implemented by the container when components are 
placed into the CM. So it could be implemented in either the ECM or the 
phoenix container.

Actually our current @pre* tags where when we were thinking about using 
another DBC tool (IContract) but decided against it as it required 
non-standard compiler.
