Apache has a version of Scarab hosted on Nagoya. I must say that I am
quite impressed with it. Not only does it look nicer, but it is much
easier to enter bug reports.
The reporting features are more powerful, but it is more difficult to
just browse the outstanding issues.
What we really need is an inbox.... The issues are owned by everyone,
but that format works well to browse open items, whether they are
feature requests or real bugs.
