As a user I personally like the forrest one (much cleaner than the other xml.apache skin) and the tweety/POI skins the most.
The one used by tweety seems more consistent and is easy to read. The headlines/titles may be a bit big for my taste, but nice overall. I think the tigris-like skin is really nice, but the menu text and a bit too small and the dark blue titles are a tad too strong. Every body's a critic huh? On a side note, I really like how tweety and fortress are organized. I like the "Avalon for beginners" link on tweety as well.
