So it comes down to that.

Basically the only thing I agree with in the email is that
if the Phoenix developers *want* to get out of Avalon, they
should. Given that there's been no clue as to how the rest
of Avalon could accomodate them (i.e. "unless these issues
are solved: (...)  we have to break out, and we propose the
following solutions: (...)") there's not much of an issue as to
whether they should be allowed to leave, but rather a
conclusion that there's just no way to keep them from
leaving, and that it should then be done with as little pain
as possible.

One of the issues that I forsee will pop up is:

 * Will Phoenix developers keep their commit priviliges
on Avalon after breaking out? If so, I suspect that the
meta-model flamewars will remain (although not in Phoenix),
as there will be a cold day in hell before Stephen gets
granted commit privs on Phoenix. In fact, the breakout would
be equivalent to restricting commit privs on avalon-phoenix.
