Some people wanted it delayed, but I don't know that that was a consensus. (IMO) the Jakarta PMC needed to do something about Avalon sooner rather than later. Their recommendation (which I happen to agree with) was to spin Avalon out into its own PMC. It appears the community happens to support that notion, and all this talk of percentages is rather useless. The Board (i.e. the people who will be constructing a new Avalon PMC and assigning it the responsibility to manage the Avalon codebase) is interested in the general feeling.
