Officially Peter's voting and commit priviliges are suspended, meaning
that his votes don't count any more than any other non-committer's.

I will note his votes and read his motivations for them, but won't count
them in the total of binding votes. The reason for this being that there
*are* unresolved issues between Peter and the Apache board, and this
suspension is one of the ways of the board to drive that point home.

Friends don't let friends take the easy way out (i.e. be some kind of
shadow committer) when it isn't the right way. To phrase it in line
with my earlier/Berin's email: I would not be my brother's keeper if I
let him get away with doing stupid things.

I would submit that the proper way to resolve this issue is for Peter
to make it a non-issue by resolving the issues he has with the board.
