The next higher body is the PMC Chair. As of the last Board meeting,
Chairs can now alter the composition of the PMC without needing to send a
resolution to the Board for voting upon. However, the Chair *does* need to
send a notification to the Board about the change, a Direct must ACK the
notification, and then it takes effect 72 hours after that. This gives the
Board a chance to deal with rogue changes to the PMC composition, but
otherwise leaves it to the PMC Chair to add/remove members as appropriate.

The paragraph should simply be stricken. It doesn't mesh with reality.

Nope. The Board has never approved a PMC charter. Whatever the XML guys
wrote, it hasn't been reviewed and ratified by the Board.
