Yes, by the Turbine folks.
I'm following the proceedings, but it seems to be halted ATM, also due to the fact that infrastructure is phisically moving these days (BTW, expect possible mailing list and Bugzilla interruptions on Friday 12/13).

What IMHO looks more promising is the SubWiki that is based on Subversion. I'm not keen on putting such important (for our community) info on a wiki that is not secured, even on non Apache hardware, after Sourceforge has deleted my wiki two times in the last 10 days :-(
