Higher up? I have "CVS checkout" jakarta-avalon-excalibur alone and
edited ant.properties.  Higher is nowhere.

Instead of ordering all dependencies on link 223, perhaps each individual target (higher up in the build.xml file) could declare their own dependencies.

Unfortunately, having excalibur build is apparently not a priority of this project. See:
