No, one is unpacked into <phoenix>/work/34676234623483486866/SAR-INF/lib (which aint 
predictable)

The other is and is manually passed to the jasper compiler as a command line concept.  

Thr for mer is a classloader issue, the latter is a classpath concept (two not the 
same).

The jetty-sevak /chooses/ to hand the servicemanager to the newly created WebApp. It 
is not a
choice of phoneix, thus no role as such.
