Altrmi hasn't has an official release yet so there is nothing in the download directory (yet). You can download a nightly build from <http://cvs.apache.org/builds/jakarta-avalon/nightly/2003-01-22/>, the jakarta-avalon-excalibur file. Note that that contains all the excalibur code, and not just Altrmi.

Alternatively you can download the latest copy of the code from CVS, see <http://jakarta.apache.org/site/cvsindex.html> for instructions.
