Hangs in that it sucks up 99% CPU time.
To reproduce - download the Catalina snapshot from the nightlies of the 21st. Unzip it, take the jakarta-tomcat-4.0-20011021 directory, drop it in cornerstone/apps/bay, rename it to catalina, build and deploy bay. Launch Phoenix as usual. It never gets past the install stage.
Tomorrow I should be able to say where precisely it hangs.
