Phoenix in release page

Hi,

just to note that Phoenix 4.0.x does not appear in the Apache release page
http://jakarta.apache.org/site/binindex.html
(still the alpha release link - although this links to the lastest correct release)

I think it would help to update it - as people not on the mailing list might not be aware
that a production release is out and might not be encouraged to try it.
