Paul, http://cvs.apache.org/viewcvs.cgi/jakarta-avalon-cornerstone/src/java/org/apache/avalon/cornerstone/blocks/threads/DefaultThreadManager.java.diff?r1=1.6&r2=1.7&diff_format=h illustrates the change in the threadmanager block within cornerstone which is causing these problems.
Deploying a fresh cornerstone.jar (along with fresh excalibur.jar) build from its CVS should see it through. Even the cornerstone.jar checked within jakarta-avalon-apps/hsql/lib is also old.
