I have updated Phoenix's binaries at http://cvs.apache.org/~hammant
This version includes a newer version of Excalibur's extension handler that can handle '-dev' suffixes on the version numbers contained inside jar manifests. The need for this is driven from Catalina which uses jars from commons (of which a couple have non N.n.n.n versions).
