Hello David,
I post this mail to you and CC it to avifile list, since it seems to interest 
some guys.
I am currently working on a project like this, using this wonderfull lib 
avifile 0.6 (avifile now rocks, many thanks once again !!!).
It works on a basis of filters : I wrote some of them : cutter, joinner, 
video subset for example, and the main core is complete. I now work on a GUI 
which should be released soon.
For the moment I don't have an executable to cut or join files. You will have 
to edit a little C++ file and recompile, in order to adapt the program to 
your need.  This is why I am doing a GUI ;-)
You said you would like to help : I would really be pleased to accept your 
help. I have got a lot of ideas that I won't be able to realize myself, or it 
would take me hundred years.

There are currently three modules :
- module "avi_module" : "kernel" of the filters, now fully working, but a lot 
of filters could be added (for example, filters that read mpeg files, filter 
to sharpen the image, filter to improve audio quality, etc)
- module "streamfactory" : the GUI, first released in one or two weeks I hope
- module "avi_explorer" : a small and usefull tool to see an avi file and to 
find where to cut sequences.

Note that these tools are hosted under a project called avitools. It is not 
the same project as the utilities submit by Tom Pavel, a few weeks ago.
