[Avifile]avicut ??

A tool is missing I think, avicut. Currently I use avirecompress for 
cutting and changing different setting, but I'd better like a command 
line tool. Anyway, avirecompress is strange: when you change dest or 
source file, the result is not what it is expected, sometimes it crashes.
