one of them has libmp3lame compiled in - but its quite old version 3.70 
(though it's tha last stable release if I do remember it correctly)
- and can't be legaly distributed in binary form!

lamebin opens the library in runtime - (the plugin itself
actually could be integral part of libavifile (and will be probably
one day as it will take significantly less space :)),
but as the amount of developers is very limited (mostly one :)) I do not
plan to make this change in the near time horizont...

Basic idea behind this is - you could not distribute binary mp3 codec
(unless you wish pay to $25000/year for licence) but you could distribute
plugin which is able to open library in runtime.

So you will have to install library by yourself from the source 
(or you may setup your apt to some URL pointing to the people who
do not affraid about possible law problems :)
(but many people already have libmp3lame installed)
- another advantage is that the creator of the package doesn't has to have
libmp3lame installed yet he is still able create this plugin which will
be usable by other users)
