there is static function for exactly this type of operation

check infotypes.h  CodecInfo::Get
(and it's usage in aviplayer)

You could create encoder for any available code - you just have
to add specific privatename  (or otherwice the first in the list
will be selected)
see CreateEncoderVideo - cname
or through VideoEncodeInfo class
(I guess there is no such feature for AudioEncoder - will be probably
added later...)

Have you seen avirecompress - there is exactly this kind
of dialog box - it's in libavqt library - and it will be used
also by aviplayer.
