You've selected a high-frequency crystal oscillator but did not select
the CKOPT fuse.  The power required to drive the high-frequency
crystal often makes CKOPT mandatory though.  It seems your crystal is
either not oscillating at all, or not at any kind of reliable
frequency.

To recover, feed some square wave into XTAL1 (1 MHz or above, mind the
ISP frequency constraints), retry your commands, and select the high
fuse byte as 0x80.
