Oops, I missed the tiny28 part; the only one from Atmel that's close is the STK505 that has a 14pin ZIF.
I don't recall ever using the parts right on the stk500, I always in system program. Might suggest doing development on a DIP, replacing surface mount parts on the board after the FLASH wears out isn't much fun.
