The I/O pins are driven from the AVR's power supply, so it will never
QUITE reach the voltage applied on the VCC pin, and it will be less
with a large load.
Generally speaking, microcontroller I/O pins are not designed to drive
much more than 1-2 mA
For your 1.8V VCC, you might see 1.8V or slightly less.

There is an internal RC at 1 MHz, you can apply external clock or
crystal/resonator to the X1 and X2 pins
