A diff of 8 Mb is not a bug report.
I believe that the Atmel toolchain team may be regenerating all header files,
in possibly a different format. That doesn't make avr-libc incorrect. That
doesn't make the Atmel toolchain incorrect either, though they may have
missing deprecated items. I haven't fully confirmed this.
It needs to be shown that there are *specific* errors or missing items in the
avr-libc header files to make it a bug report.
