Follow-up Comment #1:

Your patch just extends an evil hack that is already present
in the sources.

What's IMHO needed but requires a bit more of work is a
framework where each programmer type can select the interface
class it would like to use by default (preferrably through
avrdude.conf itself).  That way, an AVR Dragon and an AVRISP
mkII could default to USB, while the old AVRISP, or your serbb 
programmer default to the serial port, and an STK200 to the
parallel port.
