This has been a deliberate decision made 10 years ago, see
SVN log for revision 331 of (e.g.) fileio.c. See also the

If you want to debate this decision, please subscribe to the
developers mailinglist, and explain the relative merits of
the current version vs. the behaviour you'd like to see.
Then see what other users and developers think about it.
