Follow-up Comment #2, bug #37489 (project avrdude):
I had the same problem using the current svn revision trying cross-compiling
for windows.
Following command line did set the correct value for AR:
AR=i586-mingw32msvc-ar ./configure --host=i586-mingw32msvc
So setting AR for the run of configure might be a viable workaround.
