If we support two representations, I'd vote for using different JSON types 
(array versus string) to distinguish them rather than different parameters.

But is "%FF%FF%FF%FF" really any less readable than [255,255,255,255]?  If not, 
then we might as well stick with just urlencoded strings, no?
