There are a number of things that you will need to do to get started.

Firstly, you will need to acquire the Away3D library, this is the
suite of Actionscript classes that you can use to build 3D Flash
applications. The library is held in a Subversion repository. If you
are using Windows, I would advise you to install a copy of Tortoise
SVN (http://tortoisesvn.tigris.org/) which is a Subversion client that
integrates nicely into Windows and allows you to pull data out of
Subversion repositories. The Away3D repository is at 
http://away3d.googlecode.com/svn,
you will need to ask Tortoise to 'checkout' that address.

Secondly, you will need a copy of the Flex SDK, which is another load
of Actionscript classes published for free by Adobe which provides
common Flash components like buttons and whatnot. You can get the
latest version from 
http://opensource.adobe.com/wiki/display/flexsdk/Download+Flex+3

Thirdly, you will need a Flash development environment and compiler. I
recommed FlashDevelop (http://www.flashdevelop.org/wikidocs/index.php?
title=Main_Page) which is also free, and nice to use. When you first
run it up, you will need to tell it where your Flex installation is,
so do that first.

Fourth, you will need to learn how to program Actionscript.

Fifth, you might like to follow the many Away3D tutorials that are
published on the web. The ones published in Flash Magazine are really
good (http://www.flashmagazine.com/Tutorials/detail/flash_3d_basics/).
