Lets put it this way: We are still in alpha and are working on getting the API feature-complete for a 4.0 launch. At that point we will be calling the API "beta" and focus on bug-fixing until we feel it's stable enough to be released as final. Once we're beta you can start considering the API production-ready (or more so than it is today at least), in that it won't be changing all the time. Unfortunately we don't have any dates to share, but we're getting pretty close to a beta release.
