I'm experiencing this bug with the mate-panel (Mate is a Gnome2 fork).
On IRC, I was given the advice of using a rule to set the struts of the panel 
manually. This works for a short period of time (I think until the layout is 
computed again by awesome). So I have finally worked around the issue by 
**putting the mate-panel at the top** instead of the bottom. This is a simple 
solution, but it works.

If someone gets a different workaround working, please post it here.
