The icons in question have lots of transparent pixels below them to make them larger. For this reason 3.4 scaled them down to make them show completely (bg_resize = false in awful.widget.common). In 3.5 backgrounds are conceptually infinitely large and thus there is (so far) no scrolling-down implemented.
